public, they state that as regards the conduct of the sub-

-ordinate staff they have no complaint to make, they are al-

-ways willing and obliging. As regards conduct of staff with

the Chinese junk and fishing public, it is difficult to make

enquiries. Some of the junk people seem to have been waiting

an unnecessary time at the junk office, but the Chinese public

practically never complain of a certain amount of delay, they have been brought up to expect it, and will not make an official

complaint.

Concerning paragraph 10. The clerks keep faitly to office hours; attendance books are of little nse; A boarding

officer is stated to be present in the morning from 8.30 to @

a.a. Clerks should sign the attendance book, in order of arriv-

-al and not that of seniority. The European present should draw

a line at 9 a.m. sharp. The chief consideration is that the

clerks are at their posts at the proper time, and not go away

until their work is completed. It might perhaps be an improve-

-ment to start work at the junk office earlier and finish

earlier.

Paragraph 11. The duties of issuing Sunday Cargo

-permits is undertaken by many of the officers in turn, -ing extra payment. The work is extremely slight, but necessitate attendance during Saturday afternoon and Sunday (part).

Paragraph 12. The temptation to shroffs to make

money,

owing to the present discount on Suhdidiary coinage is very great. It is practically impossible to affidiently check, it only being possible by surprise visits to keep it in hand. The difficulty is really speaking the fault of an overissue of sub-coin. Mien once the sub-coin is received by Government, under the present system, it is not re-issued; so that if ultimately the Government has to redeem up to a certain amount of sub-coin to bring such sub-coin to par, the cost is not altered by the fact of the shroffs making something themselves by money changing, and thus forcing the Government to redeem earlier than otherwise.
